So my main issue when playing league of legends is camera control, often I'll be playing a champion who has skill shots or abilities that have really long ranges and have a hard time using them to their full extent, particularly when I'm on the right/top side of summoners rift and the enemy is playing tower and I know I can hit them but I can't see them and can't move my camera fast enough to

In League I'd say play with whatever you feel most comfortable with, unless you also play games that gives you an edge with mouse precision like CSGO or Osu! Simsons2.
League still isn't optimized for 4k monitors. With 4k starting to be more mainstream I find it weird that the game still isn't optimized for 4k resolution. The client resizes every time I log into league while the resolution is the same as before. If I set it to 2549x1900 or something it fits perfectly in my screen but the next day I start it
So attack move is attacking the closest target to your cursor. Target only champion is a toggle that when you right click it will only target champions. They are 2 seperate. So usually if you try to towerdive, you would turn on target champ then only right click and not left click. Same when there are a huge clump of minions.
I use borderless and it doesn't do that. I need to alt tab to move my cursor to my second monitor. You can press F9 and it lets you move freely between windows and league. It's supposed to keep the mouse inside the game window, unless you press F9 to allow it to exit the game window, but if you did that then you'd be seeing a red border.
